City Clerk and Treasurer
The City Clerk/Treasurer oversees the duties for the City of Holyoke in the following areas:
- Accounts Payable
- Accounts Receivable
- General Accounting
- Utility Billing
One of the many duties of the City Clerk/Treasurer is to support the citizens of Holyoke in the areas of utility billing, publicizing, meeting agendas and legal notices, processing of open records request, and the answering of routine day-to-day questions about City-wide issues.
The City Clerk is the Clerk of the Council and will attend all meetings of the Council keeping a permanent journal of its proceedings. The Clerk is the custodian of the City seal and affix it to all documents and instruments requiring the seal and certify the same. She is also custodian of all papers, documents and records pertaining to the City, the custody of which is not otherwise provided for. She will perform such other duties as may be prescribed for her by the Home Rule Charter and the Council.
The City Treasurer will have custody of all monies of the City, all bonds pertaining to officials or employees, and all the evidence of indebtedness belonging to the City or held in trust by the City. The Treasurer will collect all monies for the City, the collection of which is not provided for elsewhere by Charter or ordinance. She will receive from other officers and employees of the City, all monies belonging to and receivable by the City and collected by such officers and employees, including fines, license fees, taxes, assessments, and all other charges. All monies will be turned over to the Treasurer after collection or receipt. The Treasurer keeps and deposits all monies or funds in such manner and only in such places as the Council may determine. The Treasurer will disburse all City funds in accordance with the provisions of statue, this Charter and procedures established by the Council. She will perform such duties as may be prescribed for her by this Charter or by the Council.
There are several City Committees and Boards who report to the City Council and the City Clerk/Treasurer. She is responsible for publicizing and record keeping of all meeting agendas, meeting minutes, and transition of Board/Commission members.
The City Clerk/Treasurer also handles the monthly balancing transactions, as well as the recording of official documents; and servicing as the City’s Official Custodian responsible for the updating, archiving, and destruction of all City policies and records, including the City Charter and Municipal Code, as prescribed by the Colorado Municipal Records Retention Schedule adopted by the City Council.
